SEER2 is the U.S. Department of Energy's efficiency test standard for residential air conditioners and heat pumps, effective January 2023. It replaced the older SEER standard with a testing protocol that reflects real-world duct and static-pressure conditions instead of ideal laboratory ones. Because California code requires equipment to meet a minimum SEER2 rating, "SEER2" is now the number that matters on the equipment label — not the older, higher-sounding SEER rating.
What changed from SEER to SEER2
Same fundamental concept — a seasonal average of BTUs cooled per watt-hour of electricity — but the test conditions were made more realistic:
- Higher external static pressure. The old test assumed nearly-perfect ductwork with almost no restriction. Real homes have ductwork with real static pressure. The new test uses a higher external pressure that matches typical field installs.
- Adjusted default airflow. New minimums that match how equipment is actually run.
- Compressor cycling accounted for. Modern inverter compressors modulate; the new test rewards efficient modulation instead of only maximum performance.
Net effect: SEER2 numbers are typically about 0.5-1.5 lower than the SEER number the same equipment would have earned under the old test. A former SEER 16 unit might be a SEER2 15.
California's SEER2 minimum
California is part of the "South" region for DOE code purposes. Since January 2023, residential split-system air conditioners sold and installed in California must meet SEER2 14.3 minimum (equivalent to the pre-2023 SEER 15 minimum). Heat pumps face a similar minimum. Ductless systems and packaged systems have separate but related thresholds.
This isn't a suggestion — installing equipment below the minimum SEER2 fails permit inspection. A contractor who quotes cheap old-stock equipment is quoting equipment they can't legally install in California in 2026.
Why the SEER2 label on the equipment isn't always what you get
The label is the equipment's rated efficiency in ideal conditions. What your system actually delivers in your home depends on:
- Refrigerant charge. Undercharged or overcharged systems can lose 15-20% of rated efficiency.
- Airflow. Restricted ductwork, blocked returns, or the wrong blower speed dropoff efficiency significantly.
- Duct leakage. Every percent of duct leakage into an unconditioned attic is efficiency lost.
- Sizing. Oversized equipment runs shorter cycles at less efficient partial load. A properly sized system operates in its efficiency sweet spot most of the time.
- Commissioning. Every properly commissioned system has verified airflow, refrigerant charge, and duct-leakage numbers on paper. If your installer skipped it, your SEER2 label is an aspiration, not a reality.
What Title 24 requires for a new system
California Title 24 (the state energy code) has a set of measures that apply when you install a new or replacement system. The three that homeowners see most often:
- SEER2/HSPF2 minimum. As above.
- HERS duct leakage verification. A third-party HERS rater tests the ductwork to a leakage threshold (typically 5% or 15% depending on scope). If the ducts leak more than the threshold, the installer has to seal and re-test. Adds cost but ensures your new efficient equipment doesn't lose most of its efficiency to duct leakage.
- Refrigerant charge and airflow verification. For most system replacements, a HERS test also verifies proper commissioning.
A legitimate installer includes HERS testing as a line item on the estimate. A contractor who doesn't mention HERS is either doing the job wrong or hiding a cost you'll pay later.
What SEER2 doesn't tell you
SEER2 is a seasonal average and it's a cooling-only metric. It doesn't reflect:
- Heating efficiency. For heat pumps, HSPF2 is the equivalent metric on the heating side.
- Comfort quality. Two systems can share a SEER2 rating and deliver very different comfort — humidity control, air distribution, noise, temperature stability.
- Reliability. Higher SEER2 usually means variable-speed compressors and more electronics. That's an efficiency win but also a small reliability tax.
- Sound level. Rated separately in decibels; higher SEER2 doesn't guarantee quieter operation.
What Cloud Comfort recommends
For a coastal LA install, we generally recommend equipment in the SEER2 16-19 range. The marginal cost above the code minimum pays back reasonably well over the equipment's life at LA's electricity rates, and modern variable-speed units in this range have excellent dehumidification behavior. Above SEER2 20 the incremental savings drop and the incremental cost is real — worth it if you're chasing the highest possible rebate stack, but not always the smart middle-ground choice.
