In Southern California, the heat-pump-vs-furnace question is no longer a close call for most new-equipment installs. The climate is close to ideal for heat pumps, the rebate stack is heavily tilted toward electrification, and California's air-quality regulations are moving residential gas furnaces out of the market over the next decade. Here's the honest math.
Operating cost
Two things determine which is cheaper to run: your gas rate, your electricity rate, and how efficient each system is.
- Modern condensing gas furnace: 92-96% efficiency (AFUE). About 96 BTU of heat per 100 BTU of gas burned.
- Modern inverter heat pump in coastal LA: HSPF2 of roughly 8-10, which translates to a seasonal COP around 3-4. That means 300-400 BTU of heat per 100 BTU of electricity input.
A heat pump uses less energy per BTU delivered. Whether that translates to lower cost depends on your utility rate structure. In coastal LA under current SoCalGas and SCE/LADWP rates, a heat pump is generally cheaper to operate than a gas furnace by 20-40% — sometimes more when time-of-use rates and rebates are factored in. The exact number depends on your specific tier and time-of-use profile.
Beware of comparisons that assume a 15-20 year old furnace at 80% efficiency vs. a new heat pump. That's real for many replacements, but the fair apples-to-apples comparison is new-to-new.
Comfort feel
- Gas furnace. Discharge air is 110-140°F. Feels "warm" out of the vent. Heating cycles are shorter and more discrete — burner fires, house warms, burner off.
- Heat pump. Discharge air is 90-100°F. Warmer than room temperature but not "hot" out of the vent. Runs longer, quieter, more continuous cycles. Once you're used to it, the more even temperature is preferred by most people. Coming from a furnace, the first week feels different — the discharge isn't hot.
Cooling capability
A heat pump is an AC that runs in reverse for heating. If you're replacing both an AC and a furnace, a single heat pump does both jobs. Compared to buying two separate systems, that's lower total equipment cost, one warranty, one contractor visit for tune-ups, one thermostat.
A gas furnace does not cool. If you install a new gas furnace, you're still buying an AC too. Two systems, two warranties, two service visits per year.
Electrification incentives — the rebate stack
This is where the math tips decisively. As of 2026, a heat pump for a South Bay residence can typically claim:
- Federal 25C tax credit — 30% of eligible cost up to a cap.
- TECH Clean California — a point-of-sale rebate paid at time of install.
- LADWP or SCE program — depending on your utility.
- HEEHRA — for income-qualifying households, additional rebate.

South Coast Air Quality Management District (SCAQMD) Rule 1111 imposes a NOx (nitrogen oxide) emissions cap on residential furnaces sold in the SCAQMD region. The rule tightens over time. By 2027, the effective compliance path for most residential furnaces is a zero-NOx heat pump. What this means practically: buying a new gas furnace in 2026 is buying equipment on a known depreciation curve — parts and installers will be harder to find in 2035 than they are today.
This isn't scare talk. It's the trajectory the state has committed to, and it's already starting to shape equipment availability. Legitimate reasons to still install a gas furnace exist, but the market is narrowing.
Install cost
All-in installed cost — new equipment, new thermostat, permit, HERS testing — varies significantly by home. Ballparks based on what our team quotes:
- Straight furnace + AC replacement (like-for-like): a range depending on capacity and system tier. Usually the lowest number.
- Heat pump replacement (new-to-new): equipment costs a little more than a furnace + AC combined, but often net-cheaper after federal + state rebates apply.
- Heat pump conversion from an existing gas furnace + AC: also requires electrical work if the panel is old, but this is typically a rebate-eligible project.

When a furnace still makes sense
Being honest — three cases where staying with a gas furnace is still a defensible choice:
- Recent AC replacement, aging furnace only. Replacing only the furnace when the AC is fresh and healthy makes financial sense. Converting the AC to a heat pump later is a system-level decision.
- Very tight budget, rental property, or short-term hold. A straight gas furnace replacement is the cheapest same-day fix. Long-term operating cost matters less on a 3-year hold.
- Electrical panel is a real problem. A 100A panel that would need a service upgrade to accommodate a heat pump — sometimes the incremental electrical work makes the heat pump math worse than the equipment alone suggests.
